A windows-based application to support cargo screening at points-of-entry for radioactive materials was required by a federal agency. Key challenges included:

- High Profile: The application would be used at one of the highest-profile public events in the world.
- Multilingual: The system had to support multiple languages.
- Multimedia: Video, photo, text and data had to be captured, evaluated and the results made available to users.
- Real Time: The system needed to respond to changing events very rapidly, imposing the minimum burden on incoming cargo. The entire threat assessment process had to be completed in 15 seconds.
- 100% Availability: System could not ever be out of service, for any reason.
